Harlan practices in civil and criminal litigations, as well as arbitration, with particular strength and focus on criminal and construction-related matters. He handled cases involving industrial summonses, white-collar crimes, sexual offences, dishonesty offences, violence and public order matters, dangerous drugs, immigration issues, data privacy, and traffic offences. Notable cases include a high-value construction arbitration, successfully defending against EMSD and other departmental summonses, and assisting the Chairman of the EPD Air Pollution Control Appeal Board in a process review.

Selected Cases

Valuable Capital Limited v. Yonxi Great China Fund SPC and others HCA 664/2025

• Acted for the plaintiff and successfully applied for an unless order. The issues of the case involved leave, service out of jurisdiction, BVI company, and default judgment.

香港特別行政區 v. 陳文強 KCS 14095-14096/2024

• Acted as sole advocate for the Defendant in a 2-day trial. The issues of the case involved strict liability, conditional permission, alternative procedure, honest and reasonable belief.

香港特別行政區 v. 埃克深有限公司 WKS 10676/2024

• Acted for the Defendant, led by Mr. Eddie Sean. Defendant was acquitted and applied for costs in a Fire Service Department summons proceeding.

香港特別行政區 v. 陳銘昌 WKCC 1669/2024

• Acted for the Defendant in a bribery case associated with the construction of the Three Runway System, led by Mr. Eddie Sean. Defendant was acquitted.

Construction Arbitration

• Acted for the Respondent for the cost submissions. The arbitration claim was valued at approximately HK$13 million. The estimated amount of the cost of arbitration was more than HK$10 million.

HKSAR v. 林兆風，鄧華滿及富士達香港有限公司 WKS 8283/2023

• Acted for the Defendants, led by Mr. Eddie Sean. All three defendants successfully defended against the industrial summonses and were acquitted after an 11-day trial.

Death inquest of TSANG Hing-shing, CCDI 680/2021

• Acted for Department of Health, DOJ Understudy Programme and led by Ms. Margaret Tsau. The Deceased was found died of “Natural causes” and was not associated with the CoronaVac vaccine.

Air Pollution Control Appeal Case No. 2 of 2022 (China Concrete Company Limited)

• Assisted in drafting the Reason for Decision for the Environment and Ecology Bureau, Air Pollution Control Appeal Board Panel, under pupillage of Mr. M.T. Yeung.
